Fix defsubst effectiveness (bug#44209)

* lisp/emacs-lisp/byte-run.el (defsubst): Fix macro definition.
* test/src/comp-tests.el (comp-test-defsubst): New testcase.
* test/src/comp-test-funcs.el (comp-test-defsubst-f): New
function.
